The Loyalty tier you can only do Kalisthene / Echthra / Alderyn & Myn'in / Nuuminuuru as the rest require you to have Tier 2 to get the remaining 3 and defeat them on Courage. The acheivement is a minimum of 4 courts after your building is rank 4, so definitely upgrade it before you do more.
